Not only is this costing the hotel owner lots of extra money on chemical and energy costs. Chlorine can be very corrosive with anything it comes in contact with.
Have you ever checked into a motel and when the front entrance door opens up you feel like you are caught in a windstorm? Most likely if you feel it the receptionist behind the desk is feeling it and chances are there is an additional space heater in place to keep them warm. Not only is this a sign of an unbalanced system it is also bring discomfort to the customer, their employees, increasing energy cost and creating a fire hazard.
